New York City Energy Benchmarking & Building Performance Standards

New York City located in New York has the following energy and water benchmarking laws and building performance standards for various large building types.

In 2025, New York State adopted a GHG Reporting regulation. Operators of Large Emissions Sources will have to report their GHG usage.

Fast facts:

  • May 1st annual deadline

  • 10,000+ sq. ft. for public buildings and 50,000+ sq. ft. for commercial, multifamily, and industrial buildings (excluding condos)

  • Additional Requirements:

    • Building Performance Standard (BPS) requirement every six years with the first target year in 2025

    • LED Lighting Upgrade Requirement

    • Building Energy Efficiency Rating Label (Annual disclosure)

    • Buildings emitting 10k metric tons or more report GHG
