On July 10, 2025, the New Orleans City Council passed the New Orleans Building Energy Benchmarking Ordinance (Ordinance No. 35,154). This ordinance requires properties in the city that are over 20,0000 sq. ft. to benchmark their energy use and annually report that information to the City.

The purpose of this challenge is to help buildings lower their operating expenses and increase their bottom line by better managing their energy consumption. Benchmarking helps raise awareness while promoting informed decision-making for positive impacts on economic decisions. Energy efficiency is the most cost-effective approach for making buildings more competitive. These benchmarking activities also help properties to improve indoor air quality, lower operating costs, and lower energy costs for commercial and multifamily tenants while competing for industry recognition and awards.

The New Orleans’ Building Energy Benchmarking Ordinance covers buildings in the City of New Orleans over 20,000 sq. ft. in size. Starting in 2026, buildings are to begin benchmarking.
Properties used primarily for manufacturing or other industrial purposes are exempt from benchmarking.

The city requires building owners to report their energy usage annually via the ENERGY STAR® Portfolio Manager tool by May 31st each year.

All energy utilities including electricity, natural gas, district energy, and any other purchased fuel type used to operate your building.

Building owners must report their energy usage data to EPA’s Portfolio Manager, a reporting tool that allows building owners to compare their building’s energy efficiency with similar buildings.
