The City of Milwaukee in Wisconsin has the following energy benchmarking law for certain large properties.

The City of Milwaukee Common Council adopted the City of Milwaukee Climate and Equity Plan on June 20th, 2024, with goals to reduce greenhouse gas (GHG) emissions 45% by 2030 and achieve net-zero GHG emissions by 2050.

The purpose of the Milwaukee Efficient Buildings Benchmarking Program, or the benchmarking ordinance, is for building owners to better track and understands their buildings’ energy use – both over time, and as it compares to the energy usage in other similar buildings across the U.S. Having this knowledge and awareness encourages building owners to improve the energy efficiency of their buildings.

If you own or manage any commercial or multi-family buildings 50,000 square feet and larger or city/government building 10,000 square feet and larger.
Your building may qualify for an exemption if any of the following apply:
Buildings that are at least 50% vacant
Industrial buildings or properties facing financial duress or low occupancy

The city requires building owners to report their energy usage annually via the ENERGY STAR® Portfolio Manager tool by June 30th.
The City also has a phased approach for initial reporting:
Commercial buildings 50,000 square feet and larger – June 30, 2025
City/Government buildings 10,000 square feet and larger – June 30, 2025
Multifamily buildings 50,000 square feet and larger – June 30,2026

All energy utilities including electricity, natural gas, district energy, and any other purchased fuel type used to operate your building.

Building owners must report their energy usage data to EPA’s Portfolio Manager, a reporting tool that allows building owners to compare their building’s energy efficiency with similar buildings.
