Fort Collins Energy Benchmarking

The City of Fort Collins in Colorado has the following energy and water benchmarking laws for specific large buildings.

Details

  • The Building Energy and Water Scoring ordinance (Chapter 12, Article XI) requires transparency of energy and water efficiency of commercial and multifamily buildings 5,000 square feet and above.

  • Comparing the energy and water performance of one building against another in the same sector allows commercial real estate stakeholders such as building owners, operators, and tenants, to evaluate the highest-performing, lowest-operating cost option, and to monitor their performance in the marketplace.

    Benefits:

    • Retain tenants and improve occupancy

  • If you own or manage a public city, or any commercial or multifamily building of at least 5,000 square feet, you are required to comply.

    Your building may qualify for an exemption if any of the following apply:

    • The building is a "public building" as defined by §12-202

    • Building with average physical occupancy of less than sixty (60) percent

    • Building used for industrial or agricultural processes

    • Building with confidential business practice

    • Building with unique circumstances, if approved by the City Manager’s Office

    Commercial buildings above 50,000 square feet may be covered by Colorado HB 21- 1286. Reports will still be submitted through the Fort Collins program, however compliance and exemptions will be determined separately by the State of Colorado Energy Office.

  • The city requires building owners to report their energy usage annually via the ENERGY STAR® Portfolio Manager tool by June 1st.

  • All energy utilities including electricity, natural gas, district energy, and any other purchased fuel type used to operate your building.

  • Failure to comply can result in a fine of up to $2,000 and possible court summons.

  • Building owners must report their energy usage data to EPA’s Portfolio Manager, a reporting tool that allows building owners to compare their building’s energy efficiency with similar buildings.
