The Capital Regional District, in collaboration with the District of Saanich and City of Victoria, has the following energy benchmarking laws and building performance standards for specific large property types.

The CRD, in collaboration with the District of Saanich and the City of Victoria, launched the regional CRD Building Benchmarking Program to help local governments track, manage and reduce energy use and carbon emissions from large buildings. This supports bylaws approved in 2025 in Saanich and Victoria

By providing a consistent framework for measurement and accountability, the program supports the pioneering bylaws passed in Saanich and Victoria in 2025 — and reinforces the region's leadership in building a sustainable future.

Owners of large buildings in Victoria and Saanich are required to submit their annual energy use and carbon emissions to the CRD starting in 2026. Other buildings on the Covered Buildings List can report their energy use and carbon emissions voluntarily. The program is being phased in over two years. This program does not apply to single family homes.

The city requires building owners to report their energy usage annually via the ENERGY STAR® Portfolio Manager tool by June 1st.

All energy utilities including electricity, natural gas, district energy, and any other purchased fuel type used to operate your building.

Building owners must report their energy usage data to EPA’s Portfolio Manager, a reporting tool that allows building owners to compare their building’s energy efficiency with similar buildings.
